In Illinois, you are not allowed to rebuild and rebuild a recovery vehicle by yourself. Instead, you must go through one of the authorized Illinois Licensed Rebuilders that can perform the repairs and make it in working order. Once the vehicle is rebuilt, you have completed the first step to get a rebuilt title.
However, you must have the vehicle pass a safety inspection in an IDOT safety testing lane (Illinois Department of Transportation). If the safety inspection passes, the vehicle may have to undergo another inspection by State police Station. You must provide several documents before the inspection is carried out. You must include a salvage certificate in the name of the rebuilder as it appears on your license, a complete application, a salvage statement that identifies all the parts that were used in the reconstruction of the vehicle, invoices and sales receipts for those parts, the report IDOT security inspection and a valid driver’s license.
